What does the MOVES Programme – Innovative Projects II consist of?

The MOVES Programme – Innovative Projects II promotes innovation in electric mobility through grants aimed at singular projects and experimental developments across the entire country. Through the Order TED/800/2021, of 23 July, the regulatory framework for the incentive programme for innovative electric mobility projects was approved within the Recovery, Transformation and Resilience Plan (PRTR). This programme is managed by IDAE (Institute for Energy Diversification and Saving) and, following an initial call in 2021, a second call has been launched with a budget of €264 million, aimed at supporting innovative initiatives related to electric vehicles. Grants are awarded through a competitive process and are intended for projects involving a minimum investment of €100,000, of a singular, experimental or innovative nature, provided they are directly related to electric mobility. This programme represents a strategic opportunity to transform the mobility model in Spain, promoting electrification, innovation, and sustainability. Our projects funded by the MOVES Programme – Innovative Projects II aim to develop infrastructure that provides a modular charging system for light electric vehicles, supported by an innovative second-life battery system. This offers a sustainable solution while strengthening the national value chain for the electrification of interurban light transport in Granada, Ourense, Seville, and Tarragona. We contribute to the validation of innovative technical solutions that facilitate the deployment of high-power charging infrastructure, avoiding additional investments in the electrical grid. These projects promote emission reductions in regional mobility and transport, ensuring that all charging points operate with 100% renewable energy. In addition, an optimized energy management system is incorporated, capable of determining the most efficient times for storage and charging. The main purpose of these projects has been to comprehensively address environmental impact, working along several lines to mitigate it:
  • High-power infrastructure to remove opportunity charging barriers for light transport, boosting the adoption of sustainable, zero-emission mobility.
  • Support the decarbonisation of isolated energy systems, with particular focus on large logistics centres.
  • Reduce emissions in mobility and the transport sector in the region by using 100% renewable energy at charging points.
Ultra-fast charging system designed to minimize charging time (less than 12 minutes for light vehicles).
Support for the development of a sustainable national energy storage value chain through the integration of second-life batteries from BeePlanet Factory.

What does the MOVES Programme III consist of?

The MOVES III Plan is an incentive programme launched by the Spanish Government in 2021 through the Ministry for the Ecological Transition. Its aim is to promote electric mobility through direct grants to the Autonomous Communities and the cities of Ceuta and Melilla via the Institute for Energy Diversification and Saving (IDAE). Initially funded with €400 million, the budget has been progressively increased to reach €1.55 billion.

These grants are intended for the purchase of plug-in electric and fuel cell vehicles, as well as for the deployment of electric vehicle charging infrastructure, as part of the Recovery, Transformation and Resilience Plan funded by European funds.

Connecting Europe Facility (CEF)

What is CEF?

It is a financial instrument created by the EU in 2014 to implement policies in transport, energy, digital, and telecommunications infrastructure, with the aim of improving connectivity between EU Member States. CEF is managed by CINEA (Climate, Infrastructure and Environment Executive Agency). It includes two Multiannual Financial Frameworks for the transport, energy, and telecommunications sectors:
